The Demise of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are waged: positive announcements are released from various governments. Considerable effort is allocated on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a ability enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles roared overhead – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by Western nations. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: maybe the approaching threat won't strike its target this time, protecting urban areas from catastrophe and further power outages.

Persistent Threats

Soon after, a heavy machine gun fired at a drone somewhere nearby, part of a rapid response unit – most likely imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.

Periodically, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, damage and heating outages in many homes as a result of the night's assault. As always, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on Western support – a reliance that European nations are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new proposal from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This cycle will, no doubt, persist.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to force Russia to relinquish the land that it presently holds in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, Washington does little to discourage Russia, through words or deeds, from thinking that the situation will not change more in its advantage in the coming year.

Opposing Positions

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but averting a complete military breakdown until circumstances change in its benefit.

Present Conditions

Objectively, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
